I am looking for a way to safely monitor if a system restart has completed. Is there a good way to do this with VC?

I think the question is how you would safely do that without VC. Then apply that way in VC.

There are a lot of ways to test a system:

- ping
- if file exists
- if service is running
- if process is running

One problem could be how you know that a restart has started and when to start checking the above?
