When I issue a remote shutdown command to a windows 2008 server , I get the following in the logs:

I am running version 5.6.9

Note that when I issues a remote Restart command with the same credentials and server info, the task succeeds.

If an older version of VCron will work as an interim solution, PLEASE let me know.

At first glance there seem to be some missing value. Have you selected a Credential?

Could you add a screenshot of your settings in Restart tab?

Here are the restart and shutdown screenshots. Restart works and shutdown fials. Same parameters, same credentials, same machine.
