I am looking to monitor that a file is being dropped to a share every hour and if not, send an email out. Is this possible with VC?

Yes this is possible. Set up a scheduled job to run every hour that would send an email alerting when the file does not exist. Attach a file condition that would check for the existence of the file. If it is found, then stop the job without sending the email. If the file is not found then continue on and send the email alert.

An alternate approach is to use the File Trigger with a Timeout value. Both ways are good and it depends how you would like to work.
