I have tried reinstalling VC (now on VC 5.5.5).

Found a formum post reporting a similar issue on VC 4 in 2008. The recommendation was to stop the VC service, remove the vc and myvc certificates from certificate manager, and restart VC. I don't see vc or myvc certificates in the certmgr.msc to try removing them.

Can you try to stop the service and the run the VisualCronService.exe manually by double clicking on the icon. Then after about 30 seconds close it and start the service again.
