When visualcron is running a task the percentage is not showing and stays at 0% until the task completes.
running in client mode on server 2016. Other clients are fine, just a single machine effected. reinstall and deleting config tried, to no avail.

I am going to guess there is no feedback from the location where the job is running OR your job is corrupt. Looks like it is just two tasks that are active. I would suggest making a new job with those two tasks and run it from the same client. Alternatively, back up the job, restore it to another client and run it from there. These things may not "fix" your problem might should give you more information about the 'why'

If the new job on the orig. client still shows 0% AND the new client shows 0%, then I would think there is not much you can do to resolve in VC.
If either the new job or new client works then you either solved it or need to make some changes on the orig. client or the machine where the action is taking place.

What Joey suggested is most likely the case. Are you still having this issue/did you try re-creating the job?
