I'm running 9.1.5, and having accidentally created a duplicate PGP Key Ring wanted to delete one of them. The keys if added are able to be deleted. Just not the ring itself. The delete button in the ribbon at the top of the window is available with the Key Ring selected as is the context menu on right click. It however fails to delete the key ring, and instead drops me into the 'Add PGP Key Ring' dialogue box.
