We have a few dozen jobs. Some run frequently and some take a while to process so when we want to perform server maintenance (such as updating VisualCron) we run the risk of stopping a job in the middle of processing if we stop the service or reboot the server.

It would be nice to have a toggle that would "temporarily inactivate/suspend" all jobs. It would allow currently running tasks to complete but then they wouldn't start again until this toggle was flipped back. I suppose just being able to manually - in bulk - inactivate jobs would do the trick as well. We could just sort by the status column.

You can do this by settings Server in the Client to Off. This inactivates all Jobs.
