Two questions
1- If we order 1 or 5 server lic can we upgrade to site lic later for the difference in cost?
2- Do the clients have to be running on a specific machines for tasks to run if the machine has a client, not a server, lic

The server does the work and the clients are used for setting up jobs/tasks at the server. You do not need to have the client running for the server doing his job.
