v9.9.6 cannot talk to v9.9.10 - VisualCron

We have a few jobs that use the Internal- VisualCron task to start jobs on other servers. Once we updated one server to 9.9.10 it was unable to start a job on a server that had 9.9.6 and no server that had 9.9.6 could start a job on a server with v9.9.10

Hi Joey,

This is because there has been too many large changes between those versions, including authentication between client-server and server GUI updates.
